Message dated May 19 was read stating the House failed to concur in                                                             
the Senate amendment(s) to CS FOR HOUSE BILL NO. 71(FIN) am                                                                     
"An Act making appropriations for the operating and capital expenses                                                            
of the state's integrated comprehensive mental health program; making                                                           
supplemental appropriations; and providing for an effective date" and                                                           
respectfully requests the Senate to recede from its amendment(s),
